PHASE I
The Foundation for Adolescent Development (FAD) is a non-government, non-profit organization with a mission to address the sexuality reproductive health and development needs of adolescents. FAD employs education and value formation: focuses on sexuality as a vital concern of adolescent development stage; demonstrates innovative interventions; and emphasizes the role of young people in helping fellow teens. FAD program areas address youth in school, at work and in the community.
In 1994, FAD, for the first time conceived of a program that went beyond education and combined the provision of medical services making these available under one roof on a back-to-back setting. The intention was to make sexuality and reproductive health information and services accessible to young people 15 to 24 years old, regardless of marital status. With the support of the Australian Agency for International Development, FAD was able to implement Community-Based Health and Family Planning Program for Young Adults.
In partnership with barangay officials, the project was implemented in three (3) urban poor communities in Manila (Binondo, Santa Ana, and Pandacan) and in two (2) rapidly urbanizing sites (Alapan and Anabu) in Imus, Cavite. An additional site was opened in Barangay Santa Cruz, Dasmariñas, Cavite with support from United Nations Population Fund (UNFPA) under the Ted Turner program of assistance to NGOs. The project was renamed Teen HealthQuarters (THQ) Barkada mo sa Kalusugan to emphasize and call attention to its being youth-friendly.
PHASE II
A Vision for Social Franchising
In 2000, FAD conceived of adapting the concept of franchising as a basis for replication. Fortunately, the David and Lucile Packard Foundation agreed to support the challenge that Fad proposed. It was clear that social franchising was to be an experimental adaptation of business franchising. As a social franchise, the THQ is not out to make a profit but to achieve operational sustainability. The challenge was - and remains - merging the economic objective with a social mission of developing responsible young adults.
FAD developed standard systems and procedures covering all aspects of THQ operations in cooperation with four (4) partners: The Baguio Center for Young Adults, Inc. in Baguio City, Municipality of Dasmariñas in the province of Cavite, the Responsible Parenthood - Maternal and child Health Asociation of the Philippines in Santa Rosa, Laguna, and Luisita Realty Corporation in Tarlac City.
After 5 years, the output is a SOCIAL FRANCHISE MODEL.
Standardization is an important aspect of franchising. FAD standardized policies and procedures with the assistance of GMB Franchise Developer and Consultancy Firm.
In relation to staff and volunteer Training, standard self-directed learning (SDL) modules were developed.
To help staff take advantage of every opportunity to market services, THQ has developed a training video and guide on Suggestive Selling. This means that THQ staff offer services other than what the client originally came in for.
THQ Educational Services are provided either through (a) standardized enter-educate videos with discussion guides (b) educational class sessions without the facility of a video.
Given the franchising mission to educate, THQ Franchise makes available these Enter-Educate videos and discussion guides as the standard educational materials on Sexuality and Reproductive Health thematic concerns.
FAD has been able to solicit the support of some of today's celebrities - Paolo Bediones, Jackie Lou Blanco, Ces Drilon, Dulce Aristorenas, Melvin Lee, Ryan Agoncillo, Bing Loyzaga, Tintin Bersola, Judy Ann Santos and Piolo Pascual.

The Educational Class Session Plan (ECSP) is an integral component of the THQ delivery of services. The ECSP Manual is a guide for educational classes conducted without the facility of a video. The manual was written with the facilitator and co-facilitator as the primary user and it includes a comprehensive range of thematic areas discussed in the THQ. The manual contains all the general information, policies, and procedures that the facilitator needs in order to deliver an effective educational class to target audience.
The concept of franchising is relatively new and something that is not easy to explain to hard-nosed businessmen whose bottom line is profit. Here, the objectives are operational viability and sustainability, not profitability. The challenge is blending the economic objective with the social mission.

Franchising SEX Education?
"There is no reason why franchising is limited to McDonalds and Jollibee," says Aurora Silayan-Go, President of the Foundation for Adolescent Development (FAD) Inc.
She noticed that the non-government organization (NGO) is committed to serve, keeps innovating and the next obvious steps should be replication for spread effect. So, she decided four and a half years ago to try and apply the concept of franchising to FAD's program of servicing the youth with information-education as well as medical services in one roof - Teens HealthQuarters (THQ).
THQ is a model teen center with a mission of making accessible to young people information-education, values clarification, behavior modeling, select medical services relevant to sexual and reproductive health needs for the youth. And its uniqueness? That the services would focus on sexual health targeting the young adults 15-24.
The standardized medical services combine both general health such as dental care, skin care, blood typing and weight management together with the reproductive and sexual health such as pregnancy tests, pap smear, STI management, Hepa-B vaccination and even circumcision.
In relation to educational services, we have standardized our thematic areas covering adolescence as a period of transition, male-female sexuality, gender bias, methods of protection against sexual risks, sexually transmitted infections, HIV/AIDS, boy-girl relationships, parent-child relationships, peer pressure, sexual harassment, incest and non-sexual risks such as substance abuse. The strategy in the delivery of these educational concerns is in the form of videos and discussion guides.
FAD has always employed the concept of Entertainment for Education (Enter-Ed) inspired by Johns Hopkins University Center for Communications. Today, it is obvious that the way to a youngster's mind is through entertainment.
FAD is very grateful to some of the big names in the entertainment industry for their selflessness by appearing in THQs educational videos like Judy Ann Santos, Ms. Lea Salonga, Ces Drilon, Paolo Bediones, Jackielou Blanco, Ryan Agoncillo and Tintin Bersola.
If anyone were to franchise the THQ, the question you might expect would be, is it for profitable? Franchising in the world of business is for profit. It is not therefore surprising that when Go proudly told her son that she had a franchise model called the Teens Healthquarters, his immediate question n was "Talaga? Mapagkikitaan ba 'yan?" And Go just kept quiet because it's not easy to explain.
The concept of social franchising is relatively new and something that is not easy to explain to hard-nosed businessmen, whose bottom line is profit. Here, the objectives are operational viability and sustainability, not profitability. The challenge is blending the economic objective with social mission. How to earn enough from the medical services to sustain its operation is the challenge. It is clear that social franchising was to be an experiential adaptation of business franchising.
As Lulu Fernando, operator of the Sta. Rosa, Laguna THQ says, "While we are proud to be unique in providing pre-employment services together with our educational videos, nevertheless, it is so competitive to get the company contracts and at such a low price limiting our income."
THQ has proven its flexibility and applicability in the different sites it has operated over the last four and a half years. In Baguio, THQ is operated by the Baguio Center for Young Adults (BCYA). Marlene de Castro, BCYA Executive Director says, "While our primary targets are students in a university town, we are able to serve the barangay youth and network with Sangguniang Kabataan as well. Without waiting for the youth to visit the THQ, we network with school-based programs and bring the information-education services to the campuses."
In Tarlac, while the THQ is situated inside the Luisita Mall, THQ operator Leo Sison proudly describes their outreach to Tarlac University, select barangays and the industrial workers. It is a standard procedure that THQ does not just wait for the young clients to walk in. They reach out to where they can be found.
In Dasmarinas, Cavite, Mayor Elpidio Barzaga allowed to set up and operate a THQ in a transformed barangay health station. And as Mayor Barzaga says, "THQ differs from other efforts. It does not just offer a solution to problem; it teaches young people to avoid the problem through preventive education. It addresses the root cause of the problem before it begins."
Today, it has been proven that franchising Sex Education is possible. FAD thanks Piolo Pascual for serving as the anchor person in an Advocacy video intended to convince stakeholders that would make THQ a reality.

THQ Franchise to Expand in Bohol
The FAD social franchise of Teens Health Quarters will soon operate
in the three Bohol Municipalities of Carmen, Ubay, and Talibon.
Recently signed are Franchising Agreements supported by Municipal
Council Resolutions legitimizing local Government initiative and
accountability.
FAD has been subcontracted by the UNFPA to establish these Teen
Centers in the Community as part of the provincial Reproductive Health
Program. The THQs represent the Adolescent Reproductive Health
component.
Similarly, UNFPA has enabled FAD to introduce THQs in the five Metro
Manila LGUs of Caloocan, Valenzuela, Pasig, Las Pinas, and Quezon
CIty.
THQ was developed for over 5 years by FAD as a Social Franchise Model
for ARH with assistance from the David and Lucille Packard Foundation
